City of Alexandria Transportation Consultants: TDM/TMP Services, Traffic Engineering + Design, Parking Studies

Wells + Associates’ transportation consulting team works with developers, property owners and managers, and real estate industry professionals to address transportation challenges in the City of Alexandria, Virginia. W+A’s TDM/TMP and mobility management experts, traffic engineers, transportation planners, and traffic designers help improve the transportation experience for properties, tenants, and commuters in Alexandria across a wide range of developments, including residential, office, mixed-use, and affordable housing.

Our Alexandria team provides a range of transportation consulting services that are unique to the City of Alexandria, including:

  • Traffic engineering services, including traffic impact studies, multimodal analyses, and parking analyses and studies (including applications to the City’s residential parking permit program)
  • Traffic design services, including traffic signal design, intersection analyses, signing and pavement marking plans, and lighting design

Transportation Management Plans (TMP) and Transportation Demand Management (TDM) Services

Our TDM team helps properties and developments comply with TDM regulations by developing and implementing transportation management plans (TMP) in the City of Alexandria. Our TMP work supports property owners, developers, and property managers while contributing toward City-wide transportation goals.

The City’s TDM policies support programs “that influence travel behavior by mode, frequency, time, route or trip length to reduce single occupancy vehicle trips.” Certain developments – whether residential, commercial, or hotel – are required to develop and implement a TMP which is either self-managed or city-managed.

Self-managed TMPs invest in their own property and have the control and flexibility to make transportation improvements; provide residents, employees, or visitors with transportation passes or other incentives; promote transportation options; or make other purchases that will reduce the number of people driving solo to travel to and from the property.

Traffic Impact Studies and Parking Studies for City of Alexandria Developments

The City of Alexandria’s Transportation Planning Administrative Guidelines determine the need for a Traffic Impact Study.  Our traffic engineers assist developers when a traffic impact study is required, scoping and coordinating them as needed with the City’s transportation officials.

The size of the development and the peak hour trips it generates, determines the vehicular study area, transit, bicycle, and pedestrian study area, and parking study area.

Regardless of the size of a development or whether it requires another type of transportation analysis, Alexandria requires every new development to complete a Transportation Screening Worksheet. A Transportation Screening Worksheet provides City staff with information regarding the proposed density and mix of uses proposed for the development, trip generation estimates, and the TMP tier for the project.

Depending on the level of on-street parking occupancy and the percentage of non-residential use of a property, developments may be eligible for the City’s Residential Parking Permit Program.

Details about these programs can be found in our article, Requirements for New Developments in the City of Alexandria: Traffic and Parking Studies, TMP Plans, and Residential Parking Permit Program
